For several years the European Commissioners have been trying to find ways of sharing the uniquely rich collections held by the national libraries of Europe by digitising them, while at the same time protecting authors’ and publishers’ rights. ARROW and Europeana, two linked projects, are the most important initiatives to have been developed to date. The progress that they have made and the models that they are helping to create has profound significance for all participants in the digital supply chain.
